Srinagar, Jul 28 (KNO): The Central government on Tuesday informed the Lok Sabha that 39 e-Zero FIRs have been registered in Jammu and Kashmir since the rollout of the e-Zero FIR system in July 2026, making the Union Territory one of the 18 States and UTs where the facility has been implemented to ensure faster action in cyber financial fraud cases.
Replying to a question raised by Dr. Raj Kumar Chabbewal, Minister of State for Home Affairs Bandi Sanjay Kumar, as reported by the news agency—Kashmir News Observer (KNO), said the Centre has provided a common platform to States and Union Territories for registering e-Zero FIRs in cyber financial fraud cases reported through the National Cyber Crime Reporting Portal (NCRP) or the 1930 cyber fraud helpline.
The minister said that under the new mechanism, complaints involving the financial loss threshold fixed by the respective State or UT are automatically converted into an e-Zero FIR at the State or UT e-Crime Police Station and are then transferred to the concerned territorial cyber crime police station. The complainant is required to visit the police station within three days to convert the Zero FIR into a regular FIR.
According to the data tabled in Parliament, Jammu and Kashmir recorded 39 e-Zero FIRs after implementing the system in July 2026. Other States and UTs where the system has been introduced include Delhi, Chandigarh, Madhya Pradesh, Rajasthan, Goa, Uttarakhand, West Bengal, Assam, Odisha, Haryana, Gujarat, Tripura, Maharashtra, Tamil Nadu, Telangana, Bihar and the Andaman & Nicobar Islands.
The minister also informed the House that under Section 173(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, information relating to a cognisable offence can be provided orally or electronically irrespective of where the offence was committed. He added that while the Centre has provided the technology platform, registration of FIRs, investigation, arrests and filing of charge sheets remain the responsibility of the respective State and Union Territory law enforcement agencies—(KNO)
